Whistle42 – The Whistleblower Hub of the C42 Ecosystem
Whistle42 is a dedicated whistleblower and victim information platform that feeds into the broader C42 & ClaimBack42 financial intelligence and fund recovery network. We provide a safe, structured channel for reporting scams, financial crime and misconduct – with anonymous options and, in selected cases, C42 program rewards for verified information.
Whistle42 itself does not offer investments. Any investment products (such as the C42S security token) are handled on separate, gated platforms and are never offered on Whistle42.com.
Who We Are
Whistle42 was built as a long-term, independent whistleblower platform to collect and structure information on scams, unlicensed brokers, fraudulent payment flows and cybercrime patterns.
Over the years, hundreds of whistleblowers and victims have submitted detailed reports via Whistle42. These submissions help our network identify scam networks, pressure payment service providers and support mass-harm actions for victims.
Today, Whistle42 serves as the whistleblower hub of the C42 Ecosystem, feeding structured information into ClaimBack42 (claims intake and recovery), C42 (utility token for recognition & access) and partner initiatives such as EFRI – European Funds Recovery Initiative.
What We Do
- Provide a secure online form for whistleblowers and victims to submit detailed tips.
- Allow anonymous submissions as well as account-based submissions (for follow-up and rewards).
- Screen, triage and structure tips for credibility, evidence and relevance.
- Forward verified information into the C42 / ClaimBack42 network for further analysis and action.
- Support data gathering for EFRI and partner NGOs in their work for victims.

Whistle42 in the C42 Ecosystem
Whistle42 is one of three core entry points in the C42 framework, alongside ClaimBack42 (claims intake & recovery) and C42 (utility token for program rewards and access).
Whistle42 – Information Intake
Whistleblowers and victims submit detailed tips on scams, fraud and misconduct. Submissions can be anonymous or via a Whistle42 account.
Verified information flows into the C42 network to support ratings, investigations and recovery actions.
ClaimBack42 – Claims & Recovery
Victims register their financial losses on ClaimBack42.com. Claims are structured, triaged and, if appropriate, accepted into a coordinated recovery program.
Only accepted, structured claims and verified intelligence can later be considered for optional monetization or legal escalation on other platforms.
C42 – Utility Token for Recognition & Access
The C42 token is a MiCA-aligned utility token used as a program reward and access token in the C42 Ecosystem.
C42 can be used to recognize verified whistleblower information and accepted claims. It is not an investment and does not entitle holders to a share of recovered funds or profits.
Any investment products, such as the C42S security token, are handled on a separate, gated platform (C42Securities.com) under MiFID II and national securities laws. These offerings are never promoted or distributed via Whistle42.com.
Our Relationship with EFRI
The European Funds Recovery Initiative (EFRI) is an independent NGO focused on victim advocacy and fund recovery in large-scale scams and financial crime cases.
Whistle42 and the broader C42 Ecosystem provide infrastructure and data that EFRI can use for case preparation, policy work and communication with victims and authorities. EFRI is not an issuer or distributor of any tokens and does not promote investment products.
CyTel42 (as operator of the C42 Ecosystem) may remunerate EFRI for its work in traditional currency (EUR), based on service and cooperation agreements. This allows EFRI to remain an independent advocacy initiative, while still benefiting from the scalability and data quality created by C42 and Whistle42.
In short: EFRI stays independent and non-token-based. C42 / C42S are separate, regulated layers operated by CyTel42.

- Protection first: We prioritize whistleblower and victim safety over publicity or speed.
- Choice of anonymity: You decide whether to submit anonymously or via account.
- No public posting of raw tips: Submissions are never published one-to-one. They are reviewed, structured and, where appropriate, integrated into broader cases.
- Controlled use of tokens: C42 is used as a program reward and access token – never as a substitute for legal rights or compensation.
- Transparency about risks: Where investment products exist in the wider ecosystem (e.g. C42S), they are clearly separated, disclosed and never mixed into whistleblower intake.
